Supervision Works under the administrative direction of the Town Manager.
Employee works from policies, goals, and objectives; establishes short-range plans, objectives, and departmental performance standards and assumes direct accountability for department results; and consults with the supervisor only where clarification, interpretation, or exception to policy may be required or as requested by the supervisor.
The employee exercises control in the development of departmental policies, goals, objectives, and budgets and is expected to resolve all conflicts that arise and coordinate with others as necessary.
Accountable for the direction and success of programs accomplished through others.
The employee is responsible for analyzing program objectives, determining the various departmental work operations needed to achieve them, estimating the financial and staff resources required, allocating the available funds and staff, reporting periodically on the achievement and status of the program objectives, and recommending new goals.
The employee typically formulates or recommends program goals, develops plans for achieving short- and long-range objectives, and determines organizational-structure operating guidelines and work operations.
Performs responsible functions that require the exercise of judgment in the planning and execution of community recreational programs.
Guidelines only provide limited guidance for performing the work, which may be in the form of administrative or organizational policies, general principles, regulations, legislation, or directives that pertain to a specific department or functional area.
Extensive judgment and ingenuity are required to develop new or adapt existing methods and approaches for accomplishing objectives or to deal with new or unusual requirements within the limits of the guidelines or policies.
The employee is recognized as the authority in interpreting the guidelines and in determining how they should be applied.
Supervises 30 seasonal part-time employees & one part-time employee.
Job Environment Working conditions involve occasional exposure to elements found in the field, such as visiting recreation sites, walking properties to inspect, etc.
May be exposed to elements, but work can typically be rescheduled to avoid harsh elements.
Operates office machines such as computer, fax, copier, telephone, and handheld technology; may operate an automobile; utilizes program equipment such as athletic equipment, helium tank, food vending machines, etc.
Has constant contact with co-workers, vendors the general public, school departments, committees, local civic organizations, governmental agencies, and/or individuals, such as peers from other organizations, and representatives of professional organizations.
The employee serves as a spokesperson of the organization in matters of substance or considerable importance, including departmental practices, procedures, regulations, or guidelines.
The employee has regular access at the departmental level to a wide variety of confidential information, including personnel records, medical records, lawsuits, and client records.
Errors could result in adverse public relations, mismanagement of funds and personnel, and reduced level of service.

) Assesses the leisure, cultural, parks, open space, facility, and recreational needs of the community; quantifies the need for funding based on community needs assessments, surveys, studies, and trends; effectively communicates the need for funding to community leaders, civic groups and public officials through meetings, public presentations, and correspondence.
Develops and plans programs to meet the needs of the community; coordinates recreation activities with other departments, boards, committees, private and non-profit organizations, and other towns; provides staff support and analysis to the Recreation Advisory Committee.
Develops the curriculum for the summer playground program; implements and monitors all aspects and programs.
Manages department staff including part-time and seasonal employees; develops training protocol; assigns, supervises, trains, evaluates, and disciplines staff; recruits staff and volunteers and maintains accident reports.
Develops departmental budget; administers budgets; oversees revolving funds; calculates program fees; maintains records of expenditures and receipts; oversees collection and accurate accounting of user fees, funds, gifts, and grants; assures sound fiscal control and effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
Purchases materials, equipment, and supplies; prepares and processes forms and reports as required; makes policy suggestions and recommendations.
Utilizes automated information systems for registration, tracking revenue and expenses, tracking registrations and attendance, managing facility use, and scheduling league activities.
Maintains open communication with program registrants through email, website, automated systems, social media, and traditional media.
Creates and implements a communication plan, including communications with participants, parents, vendors, schools, and other Town agencies.
Performs similar or related work as required or as situation dictates.
Recommended Minimum Qualifications Education and Experience Bachelor's Degree in recreation management or related field preferred; five years of experience in recreation or program management, preferably in a municipal or educational setting, including at least two years in a supervisory capacity; or any equivalent combination of education and experience.
Special Requirements CPR and First Aid Certification Massachusetts Class D Motor Vehicle Operator's License Certification by the National Recreation and Park Association preferred Knowledge, Ability, and Skill Knowledge Working knowledge of the principles and practices of recreation management.
Working knowledge of Massachusetts public procurement, ethics, and public records law.
Working knowledge of Massachusetts Criminal Offender Record Information (CORI) and Massachusetts Sex Offender Registry Information (SORI) database.
Ability Proven ability to manage and direct both people and complex processes and projects.
Ability to communicate effectively orally and in writing.
Ability to maintain good public relations and effective collaborative working relationships with Town departments, department heads, fellow employees, officials, and the public and to respond courteously and professionally.
Ability to meet deadlines.
Ability to work independently.
Ability to use and interpret CORI and SORI reports.
Ability to supervise staff efficiently.
Ability to develop innovative cost-effective programs to meet community needs.
Ability to maintain accurate records.
Skill Excellent written and verbal communication skills.
Proficiency in automated systems for recreation program management such as MyRec.
Proficiency in Microsoft Word, Excel, and PowerPoint.
Well-developed budgetary, financial management, human resources, and interpersonal skills.
Physical Requirements Administrative work is conducted in an office setting, involving sitting, with intermittent periods of stooping, walking, and standing.
When in the field, work requires agility and physical strength.
Frequently required to spend several hours standing, walking, reaching with arms.
Occasionally, work may require lifting and carrying heavy objects, up to 20 lbs.
Visual demands require near acuity, far visual acuity, depth perception, and peripheral vision to observe situations for safety, set up and participate in recreation activities, and impart and receive visual and written communications.
Auditory skills require hearing in normal range to impart and receive oral communications and to monitor situations for safety.
